Shortcut for System Settings Menu

Is there a shortcut or F-Button to get back to the main system settings menu without resetting every time? I mean the window when you push ESC after the overview of the cores to set global joystick settings etc. I don't get how come back to the very beginning, once I am in a core and I only can choose another core but not the original menu overview.

Windows -f12, then arrow over to the right for the second menu and it has a reboot back to main option. or hold enter over there for a cold boot.

Yes, FN+F12 is for the Core menu after a core was loaded. But then you cannot go to the system settings via ESC for scripts, global joystick settings. That only works after a reboot from what I found out. So my question still is, is rebooting the only choice here?
