It should be implemented in a "per core" basis, so hopefully it will be available on the Minimig core at some point.

That would be great. Also for the VIC-20, with its often massive borders. If mister.ini allowed for negative border settings, that could also accomplish this, with a bit more hassle.

I took a crack at this, well, 4x at least. Please let me know if I am doing this the wrong way.
I went into the overscan preferences in WorkBench and adjusted the PAL setting to be 270 pixels tall (1080/4) and then set the width to 676 (270x2.5=675, but WB would only allow for 674 or 676). I then used the Misters image adjust to maximize the visible underscan area. Once I had it dialed in I enabled the v-scale option and there was no change, so I assume I did in fact crop it to 270 pixels.
