HELP - Fan at 3.3v on older IO board

Hi, I have an older IO board without the fan speed jumper. I'm running a 5v Noctura fan, which is quieter than the original fan, but still an audible irritation.

Can anyone give me a "simple" guide to getting the fan to run at 3.3v? The Noctura came with a ludicrously lengthy cable so I already split & shortened it, connecting to alternate pins isn't going to be a problem provided I know which pins to connect to.

Can't you just hook it up to the 3.3v pin from the de10-nano ?

Edit : Ah yes my mistake, I was thinking about the 12v at 5v noctua not working.

Providing the Noctua fan is the 5 volt version, it will work fine at 3.3 volts.

Hm could anyone give a little more detail on how to connect the 5v noctua to 3.3v on an older board?
Do I need to solder?

Can I just connect some wire to the 3.3v hole and a gnd hole? Is that how it's done?

There are 2 gnd holes it seems.
One on the side and one more in the middle...

I just found out how it works. Just put jumper wires into the corresponding holes. hahaha I feel like in a little electricity class f beginners :)
