I assume you mean opening external links in a new tab, sorry but no forum setting or user option exists.
Clicking the middle mouse button on a link will open the link in a new tab.
Without modification to the underlying software powering the board it is not possible. By default phpBB operates according to web standards and then lets users make the choice via their browser.
However I can make modifications if enough interest exists in having this as a default behaviour for external links on the board.

I didn't think this would be a big deal since most forums when a link a user embedded/inserted is clicked defaults to opening in another browser tab.

I mean all links. Opening a new browser window is annoying and breaks Back button functionality. Also, as stated above, it can be done pressing the middle button.

You would be pretty hard pressed to find any decent modern page (I would say forum but those are a dying breed unfortunately) that doesn't open external links in an external window (which really nowadays just means it's a new tab). I'm sure there are always a few who have an issue with that. It's very unexpected when you find a page that doesn't open an external link in a new tab.

Yup, this right here. Also for those on a laptop or tablet, a middle button is not usually available. This feature for registered forum users can be enabled or disabled in your 'User Control Panel' see the below image for where this setting can be changed.
