I am using CCGMS ultimate and I have the following settings:
- Systerm rom: Standard C64 (for RS232 support)
- RS232 mode: UP9600
- RS232 connection: Internal
- UART mode: modem, TCP link, 9600 baud
In CCGMS ultimate, with "F7", I changed the modem type to UP9600
When I try to type 'for instance "ATHELP', nothing happens, as if I were not connected to anything at all, so it seems like I can't even talk to the internal modem at all.

Which kernal ROM are you using?
From WIKI:
"Note: DolphinDOS and SpeedDOS kernals have no RS232 routines so most RS232 software don't work with these kernals!"

I used the standard system rom, i.e. the official C64 one (as mentioned above).

I haven't tried with JiffyDOS, just with the normal kernal, I can give it a shot. Interesting that CCGMS 2021 worked for you, the wiki explicitly said to not use it and that it's buggy.

No dice for me, still.
- In CCGMS, you do press "F7" and select "UP9600" as model type, but keep Baud Rate to 2400?
- In Mister, in "hardware" menu, RS232 is UP9600 and "internal" and UART mode is modem, TCP at 9600 bauds?

Set CCGMS to 9600 also if you are using UP9600 mode.
Once you do that, you can issue ATDTipaddress:port
Of course, Ethernet must be connected. Or possibly Wifi, but I don't connect mine that way.
