it is possible to hide eg. the Define Key Button Menu for Dummy Users, so they can't change it and only play the games?

Nothing that I am aware of.
The MiSTer Menus are kinda stripped down for technical reasons, although I don't see why the option to hide or disable parts of menu can't be enabled.
You can go and not map the Home/guide button on the control pad. But that's the best I can think of at this time.
