Possible to block >15khz signals over VGA?

Hi all,

I have a PVM and also a 4:3 LCD nearby. Wondering if there is some way I can connect the VGA to the PVM, and HDMI to the LCD, but also block any signals in excess of 15khz from outputting over VGA to preserve the life of my PVM in situations when I launch a core that really wants 31khz?

I have a second MiSTer in an arcade machine which goes through a JPAC so that is protected via JPAC's sync filtering, but wondering if there is a similar kind of standalone device that can do VGA RGBS -> VGA RGBS and only allowing certain frequencies though. Is this something that is possible to achieve in MiSTer now or potentially in the future?

I thought this is why we have the scandoubler, to make the 15kzh signals 31 (I think it bumps the resolution too to do it, likes doubles lines) but it sounds like what you want. Im just getting into analog out stuff, so I may be off base.
