No. There isn't enough pixels on a crt to upscale the image more

It seems like the pixels quite "exploded", could it be a little less stretched not necessarily to fit all screen? Like an inch thick black bar on top and bottle and sideways I think is enough.
You cannot make it look good with upscaling on a CRT TV. It's either 1:1 or garbage, your choice. You'll need a high resolution LCD screen in order to upscale it and have it look good at the same time.
You can do a clean 3x integer scale to 720x480. This could theoretically work well on a CRT in interlaced (480i) mode. I'm not sure whether interlaced is supported or not in MiSTer.
The scaler does not support interlaced mode, so it's not going to be an option for SD TV. You have a lot of options with something like a VGA CRT though.
Can I make the screen bigger on my sony pvm? It has 800 lines of resolution and can do the following resolutions.
480/60i, 575/50i, 1035/60i, 1080/50i, 1080/60i, and 720/60p.

Sounds like 720p (mode 0) might work at least. Use that with vga_scaler or turn off direct_video depending on how you connect.

That PVM will most likely force a letterbox image when it receives an HD signal, unfortunately.
When feeding it 240p or 480p you can use the service menu to increase the H and V size to zoom in, but this will result in some annoying reflections from inside the tube if it's like my 20L5.
Edit: The H and V blanking (BLK or something like that) in the service menu can help reduce the reflections but I've never been able to get rid of them completely, but it usually only shows up in some graphics
My 1998 widescreen consumer Trinitron from Japan has a zoom mode that is almost perfect for GBA, fills about 85% of the screen. For some reason a Game Boy Player + GBI at 240p fills the screen a bit more, though. I don't think GBI is zooming the picture, at any rate.
Couldn't someone make borders a la the Super Gameboy borders some games had?
