SNAC and Level Shifters

I'm new here (obviously) and have questions about level shifters.

I'm hoping to make some DIY SNAC adapters for NES, SNES, and Genesis/MegaDrive controllers, using the gerber files on the Github SNAC page. In my searchings online, I keep running across something called level shifters, which can apply a proper voltage for the MiSTer and the controller and won't damage components. Is a level shifter required for my DIY project for all 3 of my console controllers? If so to any, where can I buy/make a simple level shifter for my DIY SNAC adapters?

This is the level shifter board that is used with the adaptors the plans must be on GitHub somewhere

The system may appear to work without that level shifter board but its unsafe. The level shifters are needed to protect the DE10 from the difference between controller voltage and the DE10 Voltage.
