What you are asking is for someone to develop the core. Its not being held ransom it hasnt been written. There are a limited number of Devs and they work on what they want. So you will have to wait for one to come along who wants to work on it.

Maybe it will come someday, someone apparently sent Jotego a Cadash board. He's got a lot of cores he wants to do though.

In the meantime, the PCE/TG16 version is pretty good.

Is it possible to save a game from pc engine or other console that oroginally dont have a save option?

I trief save backup ram or how it sounds.

Unfortunately only a handful of cores have save states, like NES, Game Boy, and GBA. SNES currently has a test core that works with most games. No TG16/PCE support yet, maybe some day.
