Can't help you if you don't provide details on how you are connecting to your monitor.
For example, direct_video = 1 shouldn't be used unless you are connecting the VGA monitor to the HDMI connector.

Try this:
- vga_scaler = 0
- direct_video = 0
- force_scandoubler = 0 if the monitor accepts 15khz, otherwise force_scandoubler=1

So I format the card and just reinstalled still nothing coming from the port.

Did you try both positions of the sync switch on the I/O board?

Use HDMI first to verify that you are correctly setup.

You can, I don't think it's related to your issue though.

What monitor are you using? Are the LEDs on the IO or DE10 pulsing (not flashing) when you boot it?

It will rule out any setup problem that he may have. If the HDMI is working, then I'd expect the VGA to work as well.
With some equipment (capture card, upscaler, etc) it's possible to check what is coming through as VGA signal but not sure JamesfromDFW has any of those.

What's the model of Dell monitor you are hooking it up to? Should be on a label on the back.
