My setup: Windows 95, SP2 (just installed all the disks). Working pretty great.
First off, I have Sim City 2000 the regular edition working with sound (I'm still trying to figure out how to play it from a virtual disk). I will be trying 'fakecd/fakedr' for that.

QUESTION:
So I wanted to try Sim City 2000 SE. So I took the files from a GOG setup I had. Then it came up with an error (missing msimg32.dll)
So I wanted to ask here first, what should I do?

You can try to download the msimg32.dll. As far as I know it is a dll responsible for some graphical effects. But I am not sure ot was part of the disc installation of Win 95.

the msimg32.dll I downloaded and attempted said it was looking for a higher version of windows.

Unfortunately GOG versions are bound to be hit and miss when you're installing on Windows 9x. DOSBox releases will likely be OK, but many of the Windows ones will have had updates to work on modern versions of Windows that break compatibility with old ones. I tried with my GOG version of Warcraft 2 and ran into all sorts of problems.
I can confirm that the original CD version of SimCity 2000 SE works fine on my 98lite install, as does the DOS version. It would probably be easier for you to search for the ISO for that on the web rather than struggle to try and get the GOG version working.

msimg32.dll was not part of Windows 95. It seems the Windows 98 version of the dll works.
