Why doesn't Mega CD / Sega CD core have cheats?

According to the MiSTer wiki, packs of codes can be downloaded from https://gamehacking.org/. Most cores that support cheats already have cheats implemented. However, the MegaCD core doesn't seem to have any cheat support. As you can see from the Game Hacking site's Sega CD section, there are cheats for many games: https://gamehacking.org/system/scd/all
The wiki for the MegaCD core doesn't mention that it doesn't support cheats either. TurboGrafx CD has cheat support by placing the cheats within the folder for the respective game. Can the Sega CD have this same capability?
