Looking for SNES filter
The SNES core is missing a lot of the filters that are available for other cores. I am looking for an SNES version of COMP_SCAN_H_050. If anybody who is familiar with creating custom filters would be willing to help with this I much appreciate it.

You mean like this?
Use the filter you mentioned and turn on "force 256px" in the OSD options for audio/video for the SNES core.
Here's a glamor shot of Earthworm Jim 256px mode on, 5x scaling, the filter you mentioned (which I like too), and Pure_Gamma/gamma_110.txt as well.

I don't use 5x scaling though. Or does it not matter?
Also, is there a downside to forcing 256 pixels?

If you don't use 5x scaling and you are full-screen then the image is stretched and you aren't integer scaling the pixels. If you use integer scaling and there are borders and you turn on scanlines it will be even, same with 5x. If you do vertical scale for aspect ratio with 5x off, same thing, it should be the same as integer scaled.
256p in combination with that filter just blurs it so you get that composite look, sorta. Try it out.
