jlcpcb company claimed engineering fee of over 100mm x 100mm.

Can you do under 100mm ?

USB hub must have the same size as de10-nano. If size will be different, then it won't fit mounting points and ports layout. You are free to re-design the board as you like but official size will remain as-is.

You can buy loose pcbs from the biggest mister selling site, it’s pretty cheap.
