JT49 PSG update

There was an update to the PSG in JT49 which should fix incorrect behaviour in the neo geo core (and many others) made apparent by the jingle in most older games and various other places in other games.

Wasn't sure if this was overlooked but should be simple to update to this version by just pulling it in.
