Xeno Crisis MVS Twin Stick Mod How?

I brought Xeno Crisis rom for my mister and love it, however does anyone know how this control method is done, is it a rom hack or hardware mod? as I would like to play this way on my arcade cabinet.

It's easy to do as a hardware mod, you just wire the 2nd stick to P1 buttons.

Obviously you sacrifice the P2 joystick for this ...
