Feels a bit like Videotex https://en.wikipedia.org/wiki/Videotex or the French Minitel. Videotex would run on regular PC's with a terminal emulator which is how I experienced it in the early 1990's.
If anybody is curious as to what the minitel looked like, it is featured in the first half of my old video
Wonder if an FPGA core of a terninal coukd be made, it would be funny but limited use without a server.
Now you can play with Videotex drawing on the browser, there's some fun tools (which I used for some visuals in the video)
Quite a scene of telnet BBS'es exists on the internet these days. An FPGA DEC VT100 does feel a bit indirect for using those.
It should be relatively easy to create a core, it's a Z80, with a TMS9918A, some USART and UART, and some logic chips. An MSX has the CPU/GPU, so there's some starting points already. The main thing was the communications - needed to boot the system.
