With a polling rate of 1Khz, how many usb controllers can you attach before the latency starts to increase?
Does the number of controllers attached influence latency?

One has nothing to do with the other. Each device is polled a thousand times a second. Adding devices doesn't change that, it just increases the total number of polls issued.
