What is 'Black Transitions'?

Been digging through the PSX core options lately and found an option called 'Black Transitions'.

What is this option for? What does it do? Searching online doesn't seem to turn up any info.

It is a feature to make the screen black in case of resolution switches for 3 frames, because otherwise you would might see garbage on the screen.
