Cursor distortion and resolution issues with Archie core on VGA CRT

As you can see, the tool bar area isn't sitting on the bottom of the screen. It appears to be shifted up and wrapping around, showing some of the top at the very bottom. The position of the cursor in this image is as high as it will go.

When I move the cursor to the bottom of the screen (below the black bar) it distorts and makes copies of itself at the top of the screen. I've also noticed that the click point of the cursor is about 1" above where the cursor actually is. What's the solution here?
