Is there a dedicated place here to request new cores?
I was browsing around finding out if there is something about "Ikaruga" but so far noting. Based on https://segaretro.org/Sega_NAOMI i guess, don't even know if it is possible or not. So my next thought was: post a request 
If there is no place, the forum needs one 
The Naomi Hardware is out of reach for the MiSTer to replicate, but there is a SEGA Dreamcast Version which might be easier to get your hands on.

Not really as it would fill with people making impossible requests and then posting a few weeks later that nothing ever gets done
This is a totally unfair assumption!
I would at least wait a whole month, donate 10 bucks, write you a mail, that your soul purpose from now on is to complete the core i requested. And then i start complaining.
