Assign Keyboard commands to specific cores?

Hello everyone. I've tried searching for this, but I don't see that anyone else has asked. Is it possible to assign opening a core to a button or button combination on a keyboard? For example, if I wanted to press CTRL+SHIFT+D to open Donkey Kong? If so, I'd like to create a touchscreen interface to show game tiles, which when pressed, would start the selected arcade core.
